In its 2004 report, the Blue Cross Blue Shield Association projected that one-third of all diagnostic imaging procedures were unnecessary by virtue of being inappropriate, redundant or not contributing to the determination of patient outcome.  Since then, numerous studies have linked inappropriate imaging to the alarming increase in health care spending.
