Rachel Title, MD – Chief Medical Officer

Rachel Title Our mission is to deliver evidence-based solutions that provides patients, providers and clients measurable value through improved healthcare quality and lower costs: the right service, at the right time, at the right cost.

Dr. Rachel Title serves as Chief Medical Officer at Care to Care. As Chief Medical Officer she is responsible for oversight of the design and dissemination of the Utilization Management, and Quality Initiatives Programs. She is responsible for department staffing including Section Chiefs, Medical Directors and specialized Peer Reviewers as well as oversight and auditing. She provides guidance for all clinical aspects of program development.

Dr. Title is a Board Certified Diagnostic Radiologist specializing in Body and Breast Imaging. She graduated summa cum laude from Boston University’s Accelerated Seven Year Medical Program with a major in Medical Sciences and a minor in Mathematics. She received her Medical Degree from Boston University School of Medicine, summa cum laude, graduating first in her class. During her time at Boston University, Dr. Title received numerous honors and awards including Phi Beta Kappa, Trustee Scholarship, and Alpha Omega Alpha honor society where she served as president. She completed an internship in Internal Medicine at Mercy Medical Center in Baltimore, Maryland. Dr. Title completed a radiology residency at New York-Presbyterian Hospital Weill Cornell Medical Center and a fellowship in Breast & Body Imaging at Memorial Sloan Kettering Cancer Center in New York City. Prior to joining Care to Care, Dr. Title was an Assistant Attending Radiologist in Breast & Body Imaging at Memorial Sloan Kettering Cancer Center and Assistant Professor of Radiology at New York-Presbyterian Hospital Weill Cornell. Her many years training and working at Memorial Sloan Kettering Cancer Center have given her a strong background in oncologic imaging. She also has years of experience in private practice where she served as Director of Breast MRI. Dr. Title has published numerous medical articles and has presented her research at the RSNA annual meeting.

Michael Komarow, MD, JD- Executive Vice President of Clinical Strategies

Michael Komarow My focus is on building clinical management strategies that better serve patients, physicians, and payers. Through our collegial relationships with physicians we continually work to improve patient care, and our methods, while reducing waste.

Dr. Michael Komarow oversees Care to Care’s clinical strategy development and execution across the spectrum of medical specialties. Dr. Komarow is a Board Certified Radiologist with over twenty years in practice. He graduated from the Medical College of Virginia and Pace University School of Law and holds MD and Juris Doctor degrees.

In the early 1990s he and several colleagues saw the emergence of managed care as an opportunity to promote the efficient use of medical imaging in order to enhance patient care by reducing the misutilization of imaging resources. In 1995 he and his colleagues founded a Radiology Benefit Management (RBM) company with the premise that radiologists were best suited by training and experience to encourage the appropriate use of medical imaging. He became the Chief Medical Officer of that RBM which evolved into the largest in the country.

With the benefit of two decades of experience in imaging management, and the opportunity to guide the development of a new structure covering the spectrum of medical specialties from inception to operation, he was instrumental in formulating Care to Care’s unique approach to utilization management. Now, as Executive Vice President he assures that the strategies Care to Care has, and continues to develop, benefit patients and payers while respecting the knowledge, time and efforts of the physicians, and other providers of care, with whom we interact.

Barbara Kelman - Chief Executive Officer & President

Barbara Kelman Healthcare management is more complex than ever, but we must never lose sight of the fundamental values: Quality care and satisfaction for patients, providers and payers.

Barbara Kelman has been in the vanguard of healthcare management for more than 25 years. She launched her career with a BA in Business Administration from Temple University working in managed care during its most turbulent beginnings. She went on to set industry standards for service to patients and providers, improved patient outcomes and negotiated contracts which built large medical practice networks and developed HMO service and provider relations models for Oxford Health Plans, Health Partners Philadelphia and Keystone Mercy health plans. Her experience has also made her an expert on Medicare, Medicaid and other government-sponsored healthcare plans.

As Care to Care's Chief Executive Officer and President, Ms. Kelman's experience and energy inspire confidence among our payers and providers while she continually improves the quality of our service through professional development, training and ongoing education for staff. A persistently successful negotiator, she balances the needs of patients, providers and payers while improving patient outcomes and containing costs.

Louis Hendricks- Vice President of Information Systems

Louis Hendricks To me, providing secure and reliable software and services is my role in patient care. My team ensures that our services are always available when needed and provide value and convenience. Technology should never be an obstacle for health care providers.

Louis Hendricks is Vice President of Information Systems and Chief Security Officer. He is Care to Care’s Information Systems leader with an established reputation for strategic vision and delivery of solutions that achieve business goals and operational efficiencies. A seasoned veteran, he has more than 25 years’ experience in Software Engineering as well as Enterprise Network Management. He has worked on as well as managed Help Desk, Software Development, Network Management and Database Systems..

Louis joined Care to Care in 2009 as the architect and original software engineer of Care to Care’s proprietary application. At Care to Care he designed an architecture using industry design patterns and best practices. This enabled the creation of secure, scalable and fault tolerant applications built on a service oriented architecture that seamlessly shares data between our internal systems, our clients and our vendors as needed.

Mr. Hendricks began his management career at Montefiore Medical Center overseeing system engineering and enterprise management and overseeing a frame relay network that connected five hospitals and fifty clinics. He later joined KPMG Consulting, part of a highly recognized global network of professional firms providing audit, tax and advisory systems. He later re-joined Dr. Michael Komarow, then Chief Medical Officer at Care to Care, to create a system incorporating Care to Care’s proprietary evidence based guidelines into a user friendly interface. He is committed to staying current as technology evolves and has gone to events in the New York area as both an attendee and as a speaker.

As Chief Security Offices he also ensures that our ongoing investment in technology is constantly reviewed and updated, to allow all users to work securely and meet the needs of providers and clients.
